
The Federal Motor Carrier Safety Administration (FMCSA) is preparing to launch Motus, a new online registration platform designed to replace several outdated registration systems currently used across the trucking industry. According to a recent Federal Register notice, the system rollout is part of FMCSA’s long-term registration modernization initiative aimed at improving security, reducing fraud, and simplifying compliance processes for carriers, brokers, and freight forwarders.
Motus is expected to become a centralized platform for managing USDOT registrations, operating authority updates, and other registration-related actions that currently require multiple systems and databases.
The new system is focused on fraud prevention and data accuracy
One of the biggest drivers behind the Motus rollout is the growing concern around freight fraud and identity manipulation within the transportation industry. FMCSA has increasingly emphasized the need for stronger identity verification and more secure registration processes as fraud schemes targeting carriers and brokers continue to rise.
The new platform is expected to introduce:

FMCSA has also stated that Motus will support Login.gov identity verification as part of the transition toward stronger account security and fraud prevention measures.
Motus will replace several legacy FMCSA systems
Currently, registration-related functions are spread across multiple FMCSA systems, including the Unified Registration System (URS), Licensing & Insurance systems, and components of the Motor Carrier Management Information System (MCMIS).
According to FMCSA, Motus will eventually consolidate these functions into a single platform, creating a more streamlined experience for regulated entities.
The agency stated that existing registration functionality tied to older systems will eventually be retired as the transition progresses. Phase II of the rollout, expected during 2026, will expand access to all regulated entities, including motor carriers, brokers, and freight forwarders.
Carriers are being urged to prepare before the rollout
FMCSA has advised companies to review and update their registration records before the system transition takes place. This includes:
- verifying FMCSA Portal access
- confirming authorized users
- updating company information
- reviewing insurance and process agent filings
The agency has specifically warned carriers to ensure the correct company officials are listed in their accounts before the migration to Motus begins.
Industry analysts note that preparation will be important, especially during the early stages of rollout when system transitions can temporarily affect registration processing and updates.
